AFAIK, the difference is that the sun is "point source" illumination, that's why sunlight will show holograms that don't show up indoors. You need to simulate the sun to see stuff clearly and bulbs like halogens (let alone fluorescents) just don't do that.
While I use halogens for general illumination while polishing, the best light for indoor inspection is a good old-fashioned incandescent light used in an otherwise dark shop. With that I can see *everything* (well, except holograms, gotta have the sun for those), even on silver, no more surprises at night under weird lighting conditions.
My painter's xenon light (that he swears by) does *not* show marring that I know my Jag has. I can see it in my shop with my lights (when I play around varying illumination angles/distances and viewing angles/distances long enough) but I can't see it in his shop- it was a pretty direct test, come to think about it.
