knowing when to cut?

I have a black expedition that I'm going to buff w\ my dewalt as soon as It warms up. For the most part, the paint is in good shape, it just has your typical marring (spiderwebbing) all over. Can anyone tell me if I need to cut the paint, then follow up w\ a good polish, or is there a good polish out there that can take care of these darn things, and then follow up w\ a glaze? Also, how do I know when the paint needs a cutting job? Thanks!
 
What polish are you going to use? Its always best to start with the least agressive approach - I would begin with a polish (Optimum polish, Menz SIP/IP/FP, etc) with a white pad and see if you need a more agressive combo from there.
