This is a direct competitor to, wouldnt you know it, ScratchX. The product claims to remove swirls.
Well, I certainly have a testbed for it. The wifemobile has undergone a bit of neglect. The last few times it has been washed were at cheerleader and GirlScout fundraisers, and be prepared to shudder....
Scratch Out has a less gritty feel than ScratchX. It is odorless and has the same consistency as pudding. Temp was around 60*. I worked in the sun, because I didn't want to be constantly moving the car for the pictures. Application was with a Meg's foam pad, removal was with an Excel regular mf towel. The product wipes off clean, with no discernable residue. Although I didn't do an alcohol wipe, there was no doubt in my mind that there were no oils or fillers left behind. The surface felt dry, as bare paint feels.

I tried to move the camera around to get the light to show the results. What I got wasn't a wholesale removal of this extremely bad swirling, but a definite and sizeable reduction in the amount of and severity of the swirling.
Obviously, this car needs a lot of work, and ScratchOut is NOT the right product to take it on. Would it get those swirls out? I don't know, I don't have enough time. MJ goes away the weekend of Nov 12th, and I'm going to take the new Makita 9227 to that car.
Taking into account that this product isn't really the proper tool for this job, my experience leads me to say that Scratch Out would be a good product to use by hand as a swirl remover on good to moderate surfaces prior to waxing, or for spot useage.
