I use the PI-III RC *instead* of #83, so I don't think you need the #83.



I don't want to comment on the polisher since I'm not familiar with it, but with the PC, when you apply pressure it stops rotating and just does the orbiting thing (aka "jiggle"). Ideally, you want a D/A machine to do both motions (hence the "dual action").
 
Thanks for the reply, I thought nobody gonna answer that question. So I think I will stick to PI-III RC instead of #83 for the time being. One question regarding PI-III RC, when used with Meguair's W7006 cutting pad on the DA polisher, do you think it is too aggressive ? The previous time I tried this combination it did not really remove all the swirl marks.
