Is this buffer any good??

Look to be some kind of rotary. This is very dangerous tool in anyone's hands and especially a detailing noob. Seek assistance from some of the other Brits on the forum and almost all of them will recommend a Porter Cable 7424 or 7336 (or an equivalent tool) available in Europe. The only way a PC can hurt your paint is if you beat on your car with it like a hammer.
 
Thats an ok buffer. its good for starting out. its not a high ened item, its real close to similarity to the nikota or coleman (one in the same) just different handle
 
It's some cheapo rotary polisher as Gonzo said. Not a tool I'd recommend to a novice but OK for an experienced detailer/enthusiast. I'll second Gonzo's comments about finding a PC7424 dual action polisher. Search the forums here as I know there has been discussion of PC availability in the UK.
 
IIRC, Cyclo makes a euro-voltage model too. LINK Scroll down a biton that page to get to the actual polishers, they come in three voltages (plus an air-powered model).
 
It appears to be a clone of the Chicago Electric (from Harborfeight.com) for US$24.99. I have two of them, and they are perfectly adequate, if you THROW AWAY the supplied pads and backing plate. These are not highend, last forever type tools , but I use them everyday in my shop... I also use the Fein rotary (US$325). LOL, the Fein is better...
