Is This a Paint Issue or Can It Be Fixed?

This is a pic of the hood of my '96 Green Explorer. Noticed these about a year to six months ago (not really sure). Kind of figured it was a paint issue, but figured I'd ask the opinions of you guys. I've tried claying and cleaner wax, but not yet to try a good polish. The hood has some what I believe are water spots here and there but this spot really bothers me. The big area that really bothers me is on the passenger side (see pics). Some less noticeable areas continue across the hood that you can see in the pics. Any ideas?

I'd start with some fairly agressive polish/pad with a PC. That's just pretty typical of a 13 year old vehicle that has spent a lot of years out in the weather.



You'll know a lot more after it's polished.



My '82 Vette looked very much like that when I bought it two years ago. I polished and polished and polished and sealed..... MANY times to get it to look like my avatar.....



(Didn't want to spend 10-grand on paint!!!):lol
 
That leads me to my next question. I'm thinking about picking up a G110 for the extra money over a PC bc I don't have enough for a Flex. Is that a good decision? And how much damage could I do if I don't really know the paint thickness (bc I don't have the fancy guage) if I use something like M105?
