Is this a carpet extracter? -Pic

This person I spoke with is selling what she calls a "steamer" really cheap, It looks like an extracter to me, but Im not sure if century makes these things. I noticed theres no nozzle on it. Can anyone help me here? Heres the pics:

If it works I would, then I would either repair or replace any nearly worn parts myself or take it to a shop and let them do it. Then you would have a good extractor for a good price.

THat is not an extracotr. I believe it is a flood reclamation machine.
