Is there such thing as actual paint coat swirls?

My car was really cheaply painted before I bought it.. and I'm finding that out now.



It looks good from far away.. yadadada.



The problem I have with it is that there appear to be swirls and when I get real close to the car in some spots.. it almost looks like I can see paint brush strokes. I don't think that actual strokes like these would appear in the clear coat, so I'm figuring that there was really horrible prep work done between the paint and the clear? Anyone ever seen this? I mean.. it sounds logically plausible, but has anyone seen it?
 
yea, happened to me. my hood is two different color silvers and there are masking tape ripples in the paint, dust or residue that is painted over and visible, almost brush like marks under the clear.
 
thanks guys. Probably gonna sell the car anyways, hopefully no ones as fussy as I am about that kinda stuff.
 
That sucks. So what would be the correct order of painting: prep, paint base, sand, polish, then the clear coats and eventually wetsanding the clear? Does the base coat get polished before the clear is applied?

Nope. You can wet sand the base coats, but your final base coat must be laid wet and left alone.

How about the clear coats? Are they all wetsanded / polished, or just laid on top of each other and then the final one is wetsanded?
