Ipa

11 to 12 % by volume is enough to remove polishing oils. That is all you need. It will not dry off as fast either allowing for more wiping. Remember IPA is a solvent. The less you use the better. Sometimes with a detail you don't know for sure what you are getting paint wise unless it's the original owner. Repaint, body work, DIY touch up that was not done properly. To play it safe less is more.
 
Okay so I figure 30% would be a nice number between 15 and 50 :)

Looks like if I take a 16 oz bottle of 70/30 and add in 32 oz of water to spray bottle I get approx 30% IPA -

(16 oz 70/30 means 11.2 oz of alcohol 4.8 oz of water. To get that to a 30/70 X * .30 = 11.2 so divide 11.2/.30 - I get 37.33333 so 37.4 but there is already 4.8 oz of water in there so 37.4-4.8=32.6 so adding in 32 oz of distilled water will get me around 30%..unless my math is wayyyy off.

Doesn't seem right, but what do I know. I just use a spray bottle (16/32oz) with a ratio scale.:D

Not quite - here's how it should go:

16 oz of 70% IPA:
11.2 oz IPA
4.8 oz water

11.2 oz IPA = 30% of 37.3 oz solution
26.1 oz water = 70% of 37.3 oz solution

26.1 oz - 4.8 oz water already present = 21.3 oz of water that needs to be added.

So: 16 oz 70% solution (11.2 IPA / 4.8 water) + 26.1 oz water = 37.3 oz of 30% solution.

I usually use it at 30% or so. Any more and I find it flashes too quickly, which redeposits the oils back onto the paint.
