Whenever I polish, I try to do IPA wipedowns between steps to get a clean surface to work on. My issue is that whenever I do this, it doesnt really seem to clean the service, it just seems to smear everything. The only way to get a clean surface is to wipedown with ONR. Am I doing something wrong with the IPA wipedown? If it matters, I especially experienced this with m105 & 205.

DRT- I'm assuming you've already buffed off all the product residue and all you're dealing with is the residual oils, right? Funny, M105 wipes off quite cleanly for me, unlike M205.
M205 can take a good deal of IPA wiping to get all the oils off/out of the paint. It's not unusual for me to wipe an area three or four times even though I let it dwell for a while before wiping it off (not so long that the IPA evaporates or anything like that). TOL's Prep Wash might work better for you.

I dont use any alcohol. Sounds like an expense I dont need unless someone can explain.

Not only that but I pay $1.00 at the local buck store, not a big expense, and it works great at sap on the cars.

I don't use IPA *NEARLY* as often as a lot of people here, but there are times when even I consider it indispensible. The pseudo-holograms from M205, for instance, make it impossible tof me to *really* know the paint's condition.
Most of the time my product/pad progression makes significant concealing pretty unlikely (well, IMO and experience has proven me right). But there are times when you really *CAN'T* tell unless you strip everything off the paint. And that "everything" is often stuff that you can't tell is there.

Moat polishes are water based now, so wipe off the excess polish with a damp towel. The IPA is for the oils and fillers left behind as loudog already mentioned.
