How to get the rocker panels & rear side bumpers clean?

What's the best way to remove the tars, rail rust and other surface contaminants from the rocker panels and the rear side bumpers? I washed the car with Meguairs Gold Class and spent almost two hours on claying the rocker panels and rear side bumpers today. I was able to get everything off but is there an easier way? Maybe a more stronger car wash shampoo? Tar remover?

Tar specs and other oil-based gunk can be removed by mineral spirits or similar product. Other surface contaminents have to be clayed off or buffed off with an aggressive polish. Treat this area just like the rest of the paint, assuming that the rockers are painted like the rest of the car and are not textured plastic.
