Yes and Yes.... Cleaner wax will also take them off with a little elbow grease.

A good bug remover and a bug sponge.

Try a bug and tar remover first, if still there, then try claybaring them. That should do the trick.

I'd drape a wet towel(s) over the front of the car & try to loosen up as much as possible, before resorting to the methods listed above.
