How do I fix this?

I've got three of these etching formations on the roof of my car. It’s a black car from 1998. This picture exaggerates the seriousness of it, but does do a good job showing the formation.

So.. what can I do to fix this?
 
Hard to tell Kyle.................. but it looks like clear coat failure. If so, it will probably require repaint/touch up. If it's not all the way through the clear, one might be able to clean it up with some wet sanding/buffing............... but that's "iffy"!

it isn't paint chipped off (although it does look like it in this picture), it is just an etching (it is slightly out of focus and the white is exagerated).

I do have so ssr3 on the way, is there a chance this could help? Maybe wetsanding with ssr3?
 
it's possible but it looks like it's under the clear and coming up..is the surface smooth?

Usually, the "white color" is a tell-tale sign that the clear has started to fail. However, you may be right......... it might be etching. You could try the wetsanding, and follow up with a rotary buffer and SSR3, then SSR2, then SSR1 or similar products. As a matter of fact, if it's "only" etching, you could try the SSR3 with a rotary without the wetsanding.
 
98 what? If it is clear failure you might have a shot at outerbody warranty (like a 10yr/100k) - or if it is known defective paint.
 
Its a 1998 Ford Mustang GT. As much as I'd like to repaint it, I really cannot afford to right now.
