I'd take a rotary to a new ride, but with a light polish and finishing pad...max polishing pad... :)

No, no here is the method:

Glob wax on, the thicker it is the more it will shine
Allow wax to dry
Remove wax with a polisher and a twisted wool cutting pad @3300 RPM's this will really bring out the gloss :bigscream

Trust me, I have seen it done here in Memphis. I have no idea why they do it other than lack of education.
