HELP -- Yellow Road Paint Spatter!!!!!

HELP -- A friend's Jeep Wrangler just acquired yellow road paint splatter on a painted fender flare. The flare was painted after purchase and I imagine the it is urethane with a flex agent added. It is minor spatter -- no globs. The spots will pop off with a fingernail. Fortunately it covers an area that is only about 3 inches by 6 inches. What suggestions do use have for removing this spatter? I have a "bunch" of products available. I had thought about a using mild solvent like 3M Adhesive Remover. If that doesn't work I am considering a clay bar. I also have various compounds and polishes -- both 3M and Meguiar's. As a last resort I could use laquer thinner.
 
Remove the paint chemically, not mechanically. No sense in wasting a $10 clay bar when 5 cents of mineral spirits will do the trick. Try the 3M or go to the thinner. Use sparingly and test on a small area first. Shouldn't be a problem.
 
I had the same problem with white road striping paint all along my

lower panels. Household rubbing (isopropyl) alcohol on a rag took

it off effortlessly. After a cleaner and rewax, they look factory fresh.
 
I first tried straight mineral spirits but it woundn't "cut it". I ended up using acrylic enamel thinner. I was very careful to test it on a small inconspicuous area. It worked just fine and cut through the spatter very quickly. I followed this with a thorough rewash and then used Meguiar's #6 cleaner/wax to finish the job. I'm glad the the flares had apparently been painted with Deltron (or something like it) combined with a flex agent.
 
Penetrating oil will get it off. I used a can of PBlaster and Liquid Wrench to get that crap off the lower plastic cladding on our Escape and it worked like a charm.
 
I've tried all of the suggestions, except the enamel thinner, plus I've tried kerosene and mine still won't come off :( They won't even come off with my fingernail.
