Heavy Oxidation

Need a remedy for some HEAVY oxidation. There is a lot of it on the top of the car (1993 Lincoln Town Car). Dark blue paint.Otherwise, the paint is in great condition for its age. It comes off in small chips/flakes. I've tried Mothers cleaner, but have had little luck. Any ideas..???

What concerns me is you say its coming off in chips and flakes...is the clear coat flaking / cracking?

If that is the case then you might have clear coat failure
and there is really nothing that can be done about that other than repaint

Any chances of pics being posted?
 
There is sometimes when oxidation is more than just oxidation. There is a time when it crosses the line and is clear coat failure. On single stage paint jobs it is usually pretty easy to clean it off and restore some shine, but if you are dealing with clear coat then it is very likely that you won't be able to repair it. Especially since you mentioned flaking and peeling like Dave said. You aren't going to have a whole lot of success with fixing that kind of damage with products off the shelf. Serious paint damage like that is going to require serious paint correction produts and a machine. I don't know if you are using a machine or not, but doing it by hand is going to be a waste of time. Sometimes there isn't much that even a machine can do against clear coat failure. The best you can hope for is that you brighten it up a bit and make it look less terrible. On 14 year old paint that may have been neglected, you are going to be lucky if it is able to be restored at all, so don't get too frustrated with slow progress on it.
