Etched paint from water

Got a bit of a problem here. This stuff won't come out with SSR3 and the PC, nor with some 3M medium cut with a rotary. Maybe wetsanding? It looks as if I made a poor choice in buying the cheap windshield wash fluid. However, I've also got some of the etching on the roof and the trunk lid. Here are some pics:

Looks like you've got some other paint problems in that second picture up on the top left. Reminds me of clear coat failure. How old is this vehicle? Single stage paint or clear coat?

That is just wax I haven't buffed off in the second picture. It is a single stage paint. Vehicle is a 1990, but it was repainted two years ago.
