Dealer installed Wax on Wheels?

I was washing my friends car one afternoon, and I think it was his first time washing it since he bought it from the dealer about a week ago. I noticed when I was washing his wheels and tires something that looked like chemical spotting on his wheels, I was using a presoak to wash them, then when I wipe the wheel it went away, later on when washing the back tires I noticed the same on the tire, when you wipe it off it goes away, I was think that maybe the dealer applied some sort of wax on the wheels, and tires is this true?
 
If the dealer put anything on the wheels it was either some greasy kid stuff from the tires that got on there or some sort of glaze to cover up how they brutalized the finish on the wheels. Either that or it was just water spotting or from the acid wheel cleaner they used.



When I was young and naive I thought the dealer waxed your new car for you...anything they put on there is purely to keep you from finding out how they brutalized the paint while they had the car until you sign the papers, then you own those swirls.

That what I figured, the way it responded was like grease, I figured they put something on them like a sealant, so they didn't have to wash the wheels and tires as much.



I found out how cheap auto dealers were when I worked for a used car dealer, started off just washing his cars, vans etc. he took a can of undercarriage spray and sprayed the top railing of the bed to hides some scratches and scuffs in the paint, he would get me to spay everything I could underneath the vehicle with that stuff to, didn't even wash off the dirt and grease.
