CTS paint correction

Im trying to correct the paint on my moms car, it's a whitish/flaky looking substance that i tries to remove awhile back with clay and cleaner wax. I just ordered a PC today and i have some SSR1 on the way. It looks like it may have been egg im not sure. What steps would you guys use to remove this and what products would you use? Im looking to do this in the next coming week or two.

Pictures are too small to identify this. What year is the car? Could it be a clear coat failure?

its a 2006, i really doubt its a clear coat failure... Its not driven much (weekend car) and always stored. Since i moved out of town, i just noticed it myself last oct. Ill try to take a better picture. im using my iphone. Sorry if its really blurry.
