If you mean Poorboy's EX-P sealant then try poorboys world
Besides shipping the products directly, there's also a list of various distributors.
The PVA applicator pad that usually comes with EX-P is very good for applying it.
If not, then a sponge applicator will do fine.

If applying by hand it is best to moisten the applicator with a little QD and make sure you put it on thin. A little goes a long way.

The EX-P applies and removes so easy, that there is really no need to use it with a PC. However, if you wish, a finishing pad, as EBP suggested, is just the ticket.
