UPS uses a "customs broker" to speed things through customs faster. Everything still ultimately goes through Canada Customs, but UPS's customs broker supposedly helps this process go faster. It's the customs broker that the brokerage fee pays for. I guess if it's one of those items that can get held up at customs for days/weeks....
