If the rust-blooms keep recurring I'd decontaminate it, claying while the acidic portion of the decontamination kit is dwelling.

But yeah..skip any DIY repainting. An aggressive reconditioning (decontaminate, clay, polish- even if by hand with 1Z brand stuff, and wax) will do more than you'd ever imagine. Just gotta get more aggressive with it than most "consumer level" products will allow.
 
Also spray paints do not flow very even. So when you apply the clear it wont lay down correctly. I just thought I would throw that in there, I think everyone else before me has already mentioned to not do it. :)
