Clear coat question

My friend's Isuzu Rodeo 1999, has something on the hood, i think it is the clear coat. it looks like white eraser bits (you know when you erase and it has those little bits left on the paper). and i haven't tried machine polishing yet but is there away to get rid of it and finish it off with a wax to protect it. He told me that when he washed his car, he uses dish washing soap and the first time he waxed it the next day all of these little things on the hood started showing up. also on the driver's side fender where the hood and fender meet close to the shroud, there is clear coat just peeling way about 3 inches long 1 inch wide. Any tips would be greatly appreciated, i also included pictures of the hood and here is a list of what i have right now.

That is the very beginning of CC failure. This is commonly called paint checking or the beginning of crow's feet. The only thing you can do now is protect it. It will eventually fail, but you can try to prolong the failure.
 
all those "eraser bits" might just be a whole bunch of rockchips that he never noticed,but when he put wax on it the wax just got stuck in the chips and now u can see them.



If the clearcoat is peeling off then the panel needs to be re-painted pretty much because its going to continue peeling with time
