It may not be a clear coat, but it is definitely someting peeling up. There is no way to fix that kind of thing without painting. Its not going to buff out or something like that. You may be able to just get that panel repainted, but its going to have to be painted to repair it.

i just brought this car this year. to my knowledge it has not been repainted. i went to the autotint site i couldn't find anything. can you give me a direct link...

also could it be heavy oxidation? :nixweiss if it is clearcoat can i just buy a clearcoat spray and just spray that area down?

That is clear-coat failure. Your vehicle OEM black paint (#202) did not have a CC finish so it was repainted at some point. There is no way to fix this short of repainting, IMHO.

It's defiantly been repainted. I can see the orange peel and sanding marks. As others have said, that is failure of the clearcoat. Only way to have it fixed is a repaint.

the white marks wasn't there before. heres the story.... i parked my car downstairs in front of my apartment. they were doing construction in my building. they had called in a cement truck to come in. while the cement truck was trying to come in to the driveway to repave it he ran over a can of paint and it splash all over my car and the car next to me. i had to rush over to my friends place to remove all the white paint. i didn't have to polsh off all the white paint. i just removed all the big paint mark it just a little haze left i need to bufff off. while i was removing it i found it started to peel in the back pillar section. i brought the car off my friend and he didn't get it repainted. because there are some dents on the door panel and bumber. he sold it cuz he didn't want to spend the money to fix it up ne more and he was going to buy a new car ne way... i don't think its been repainted. i read that you can re spary with clearcoat for a temp fix or something.

That is clearcoat failure. That car has been repainted in the area of your photo. This may have happened when new, prior to being delivered to the original owner, as new dealers frequently will repair transport damage without telling the buyer. Regardless of when it occurred, that car has been repainted, at least partially, since Lexus did not cc that black (#202) paint in 1999. What your photo clearly shows is CC failure. There is no quick fix for CC failure. The more you sand it the more the edges show. You can't just respray cc over the damaged area without it being obvious. If you don't want to spend a lot of money take it to Macco and have it repainted on the cheap and it will look a lot better than it does now.

is it possible just to repaint that area... anyone know of a good paint shop in the ny area

While a single area like that can be repainted it would not match the rest of the car. The paint on that vehicle looks pretty tired from the picture. If you like the car and it is in otherwise good condition I'd consider a full repaint. Depending on the shop and how much prep work you can do the price will vary significantly. I'd estimate anywhere from around $2,000-$4,000 to do the whole car. There is really no cheap fix that will look good, IMO.

Not familiar with paint shops in NY. If you don't get any recommendations here ask your nearest Lexus dealer who they use.
