But the unfortunate bottom line is that once there`s rust it means that the layers of plating are compromised in a big way and the base metal is rusting. Sure, it can still last for a good long time, but be realistic about how it`s gonna look.

Agreed, then the search for a plating shop or new wheels. Then there is the case where the wheels are rusting so how is the body and frame doing. Rust is just bad.

If the wheels are not badly tarnished, dull, and marred up (in other words you can swipe it with your finger its reasonably shiny) then I would use something like P21 Polishing Soap. It`s incredibly easy to use, safe, and you can just rinse it away.

IF the wheels ARE in bad shape, then the suggestions above would be called for.

Afterwards, I would seal the wheels with Poorboy`s Wheel Sealant, Colinite 845, or some dedicated wheel "wax", sealant, or coating.

I`ve gotten YEARS out of pitted and rusty motorcycle chrome and musical instrument hardware by using P21 and then a decent wax.
 
Yeah, some compromised chrome stuff I has might look nasty, but it`s stayed the same for decades.

As for "look out for other rust!" I`m happy, and surprised, to say that the surface-rusted frame of the Tahoe hasn`t become a problem even after years of Ohio winters. Eh, probably because I keep it clean, but still..people had predicted it`d "all rust out" and it simply hasn`t. Even some surface-rusted bare metal parts of body panels are OK..they simply aren`t getting worse. Yeah, I do plan to get such stuff fixed one of these days...
 
I just got a truck that has these wheels and they have rust. Depending on how bad they are, and they are real chrome as in the pic that you attached, I would use 0000 steel wheel with metal polish, after that I seal them with wheel sealant or a good wax.

This is exactly what I`ve seen work quite nicely. My son has friends with Ford pickups (chromed steel wheels) that never get cleaned. They spend about 1 hour on each wheel using the P21S Polishing Soap and the wheels look new when done.
