chrome bumpers

the tops of my chrome bumpers have these little marks on them. They are hard to describe but the almost seem like microscopic nicks or scratches that may have some rust. Is there anyway to rid them of this? I hit them with some turtle wax chrome polish i had lying around but it didnt do anything.
 
My guess would be that the chrome is pitting, and I'm not sure anything will "get rid of it." Hopefully, I am wrong and someone can shed a little better light on it.
 
is it possible that my bumpers:

a. are sealed somehow (because i dint notice a differnce when i polish)
b. are not really chrome and are some other type of metal
