Carpeting/Felt in Wheel Well

I recently purchased a 2010 Acura TL. I am assuming to reduce road noise, on the rear wheel wells, there is a "carpeting/felt" type material. I wonder why they didn't do it on the front wheel wells, or just leave them all plastic. Anyway, My question is, what would be the best way to remove tar and road paint from this type of material. My wife and I went to Phila yesterday and ran into some road construction, which is the reason for my question.
 
i kinda hate those felt liners. when they get oil or road paint its a pain. i use tarminator or a strong degreaser then dwell 5 minutes then pressure wash off. stiff bristle brushes help also.
 
This is the worst thing on new cars! Its rough type texture and it easily collects dirt and grime and oil. I just use APC and scrub the hell out of it... And some cars are so low, I can't do this properly.
