Can this orange peel be wet sanded out?

Hey all, I guess since this is my first post i'll give you a little insight about where I am coming from...



Well I live in Santa Monica, CA and I bought my first car aboug 6 months ago, a black 04 Mustang GT. Paintwork and looks is very important to me so I try my best to keep her looking good. I actually had the car detailed several months ago by a guy who posts in this board.



So bascially ever since the detail I've been washing her myself with No-rinse with the 2 bucket and etc etc. I park my car in a small shared underground garage with no hose which is why I was forced to use no-rinse. I recently found a spigot outside so I've been rinsing my car down with water to remove access dirt/dust before taking it back to my garage for a wash. Just last week I was very disappointed when I ordered the $89 dollar water softener filter kit from autogeek.net and decided to just hose my car down and not dry it hoping the water would just dry off without any marks. As it turned out, the next day, I had spots all over. The school semester is concluding so I've been really busy lately to wash my car. I also bought poorboys blackhole glaze and am planning to wash my car, claybar and then glaze and rewax with some of this wet obesssion wax I have.





Anyway, back to the point...



Well my car has orange peel, particuarly on the hood. It's interesting because my right fender has close to none so I suspect it's been repainted or someone spent the time to wetsand it out before the car came to my hands. I really want most of my car to look that way too. The hood has the most orange peel and is very evident under light. I would post a pic but I don't think I can until 10 posts later.



I am planning on buying a PC 7424 soon and get into detailing in the full sense of it rathr than just the claybaring and waxing I've been doing. The thing is...the hood FEELS smooth. And I heard that if I can see ripples even though the hood is smooth that means that the orange peel is on the basecoat and it cannot be wet sanded out. I guess my question is whether or not this is true? Because I know 95% of factory cars have peel out there and I am pretty sure the paint feels smooth and people have wet sended peel out of factory cars.
