Can this buff right out?

I had parallel parked today at my college campus and I think something hit my side-view mirror and there are some minor scratches and chips.







If you look at the attached image you can see some minor scratches and a chip on top right of the thing and another around chip on the top left.



I was wanting to know if this can be fixed by a detailing procedure? It's still very cold outside but I'm planning on giving my car a detail either this spring or this summer.



The other specs in that picture is probably snow gunk.

looks like paint transfer to me i could be wrong kinda hard to see! if it is paint transfer try some laquer! if not it should come out with a buffer !
