Can I polish over this?

Hi guys,

First, does anyone know what this is? I had this stuff on my car for a few months now. Its is possible to scratch it off with my nails but not with car washing.



Will it be safe if I go through my polishing process as usual and it will be removed?

It's water sports. Sometimes polish will take it out sometimes it won't. It will also depend on how bad it's etched the clear.
 
I think thats bird droppings... looks like my car after I get hit while driving.



Water spots don't look like that.
 
To me it looks like water mixed with concrete sprayed (unintentionally obviously) onto the surface, which already has some regular lawn sprinkler or similar water spots... wash it well, try claying with a medium-aggressive clay bar, then polish and see what happens.
 
Are we looking at a surface that has been washed and the contamination you're showing is bonded?



Also, a smaller image next time would be greatly appreciated.
 
I will update with another pic once I wash my car again, and make it smaller. Yes I think the contamination is bonded to the paint. The only way I can remove it atm is my scratching it off.
