To answer your question I am using a rotary.
I use most products @ 1500 rpm
Most optimum stuff I run @1200 rpm

i personally you use like 5 to 6k when polishing/rubbing compound
then 5k with a polish or wax
then 2k to buff clean
i started off using like less than 3k on jobs......my cars turned out okay then i uped it to 5 and 6 and my results were amazing
i just did a 1996 caprice with oxidation and heavy swirls just like that cadillac
and theres no way i could do that job with 1500 rpms on a moderately heavy cutting pad with compound
may be your pads cut more than mine

2. Did you clean the engine bay?
3. What type of wool pad did you use with PG and OP?
4. Did you try an abrasive with more cutting than OP after PG such as IP?
5. Did you try using OP with other types of pads?
6. Did you try using PG with a heavy cut foam pad?
