Question is could a Pc do the job or need a higher end buffer also what products to use he needs to get the car out of school soon so i was thinking of just having him color sand then we can bring it home and buff it out here not sure what products to use on this type job.i have some dacp , hand glaze, meg's #9 .

Fresh paint is kind of soft so you *might*, and I stress the *might* be ok with a PC. Start with 1500 grit, use 2000 grit to remove the 1500 sanding marks, use 3000 to remove the 2000 grit marks completely, then use IP/cutting pad or equivalent. If you're careful about removing all the heavier marks, it'll come out great. If you aren't, you might need to step up to Powergloss or a rotary.

I'd see if wetsanding with only the 3K would level it well enough. Getting 3K marring out isn't all that tough. Otherwise, yeah, do the progression to 3K but remember that each step is taking off more clear; I wouldn't do all the leveling with the coarse stuff or you'll be compromising the overall thickness as opposed to just leveling down the high spots, which is sorta the key to safe wetsanding IMO.

I've removed 3K scratches by hand so the PC can handle them.
