brown stainson wheels?

Hi guys. I have a problem with my aunts wheels. In the corners of the V groves of the spokes there is this brownish carmel stain. Is that old brake dust? What should I try in order to clean the wheels?

If you get to step 3, then please wear appropriate safety gear. That stuff is NOT nice to the body.
 
Hope it works out for ya. There are lots of good wheel products out there, but these are the ones I've heard most about doing well. Other than P21s which is stupid expensive but safe for gentle wheels.
