bought a car with paint prep finish on hood

Hey, it only cost $1000, and it's in great mechanical shape - this means the 87 Jag and 89 Mercedes will not see salt or rain!



BUT



the finish (see pics) appears to have been sanded for preparation for painting (see the pic of the wiper fluid dispenser).



Is this worth compunding out? Will it look like anything after I've buffed etc? OR



Should I get it repainted (remember, I am trying to not spend $$s on this car) OR should I just leave it as is and add some dressing or wax to protect it?
 
What the heck.. why not use it as a test bed .. touch up the chips thenget out the DA and the Intensive polish and see what you can do with it .. then go to a less abrasive one then wax .. nothing to loose.
