Black spots on wheel - is this a tar?

Hey guys, can you please help me on how to get rid of those black spots on my aluminum wheel? I don't know if this is a tar but when I touch it, it feels bumpy. I tried using a wheel cleaner and clay but it won't get rid of the black spots. I'm tempted to use a degreaser but I hear horror stories that it will cloud my finish. It's really tough to remove, I tried using a brush and agitated it big time and it scratched :D Any recommendations?
