I like the designation you've come up with. The KBPCM. I suppose we had better call the rotary method KBRM.
You mentioned some dusting issues.
I think the best thing to do at this point is to recommend that a small air compressor be employed for pad cleaning from now on.
Here is an example that will do the job and costs about $99 refurbished, or around $170 new:
