Black & Decker Sander/Polisher?

I was going through some tools my neighbor had, and I found a 7" Black and Decker Sander/Polisher. I'm not sure if this is equivilant to a PC, or if it is more of a rotary.

I think it may be more like a rotary, because there are only 2 speeds, and there is a sticker that says "Only Polish On Low Speed". I can't find a model number, and I let my friend borrow my camera, so I can't take pics of it to show everyone.

Even still, anyone have a guess?
 
This is just my thoughts on people using things they don't have the instructions for, find in a garage, a friend was gonna throw away but gave to them, etc, etc. If you really don't know what it is, or how it works, I would seriously think long and hard about using it on my car's finish. You might be getting into something you don't know too much abut. Chances are you won't do any damage with it, but there is the chance you could ruin your paint with it as well. I am one person who will always stress reading the instructions, and if you don't have them to read....well.....It might not turn out quite like you expected.

In any case, it sounds more like a rotary that my grandfather has. It only has two speeds as well.
