I source my elastic clays from Optimum...
No restrictions in Europe.
And yes, the majority of US clays are plastic, and made by either Shinyo Chemical Co., aka Joybond, or Source Chemical Co. (both Japanese). AWC's only "achievement" was/is to limit the healthy competition and block the US customers from using high quality elastic clays.
True, any clay manufacturing company can produce clays to an exactly set specs. I'm using Source clays too, and under the Riwax brand name they are light grey, not exactly plastic, not elastic, but somewhere in between. You can stretch them a bit then they tear. And yes, the old grey OptiClay was the best, but Bilt Hamber's soft clay is also wonderful (dunno the manufacturer).
