Other two attempts at posting this got quashed because I included a picture. I am not sure how useful this will be without a photo, but I'll try anyway, since it's bugging me to all extents!
Spent last couple days reading, searching, lurking the wealth of info here. In short, car was detailed by a "pro", I hand washed/dried it very carefully and gently with microfibers up the wazoo two weeks later, and this strange sheen pattern showed up on the curvy hood, but only during high noon. The rest of the time (morning, late afternoon, evening) the black paint looks very nice, consistent sheen, and "wet".

If that works, just combine the thing in your browser... hehehe. Please note I "enhanced" the image to better show the effect, the paint is actually much nicer looking than the photo. I would greatly appreciate opinions of what it is at this point only, solutions to fix this may be over my head while I continue to do research here. My background with detailing had been hand wash/dry and cleaner wax on my 25 year old POS with over 400k miles, heheh.
Long story:
Purchased used car in March, the front bumper, fenders, hood, and doors were ridden with scratches, chips, and dents. Spent a small fortune restoring that, took three weeks at a local, esteemed, and highly recommended body shop in Costa Mesa. I gently hand washed the car three weeks later, and left it with the car dealership for another month (don't ask...), where they promised to keep it covered (I have my doubts). Anyway, picked up the car from them, then took it immediately to a pro detailer recommended by the body shop and several other friends. Picked up the car the next day, and the black paint truly looked awesome. Washed it hesitantly and very, very gently two weeks later, and immediately the next day noticed this odd sheen on the car, only at high noon. Was too busy to make much adoo, and then washed it again last friday (three weeks after previous wash) and the effect is now fairly obvious when the sun is out and high.
Car still looks great in the morning and evenings, wet, clean sheen.
