Applying primer/touch up paint

Due to my stupid arse, I scratched both the rear bumper and one of my side skirts of my WRX down to the black part (which I assume is the poly/ABS plastic since the parts are not metal). I just got my package from PaintScratch.com which included a Primer Paint Pen.. do I need to use that Primer before applying the actual basecoat color or will the paint stick to the plastic without it? their directions weren't too clear on the site.

The primer is almost certainly necessary. A plastic adhesion promoter may be a good idea too.
