The stuff is like water basically, how should I go about applying this on the pc?

I do 2 2" lines to load the pad, then a few drops each time after that. One of the easiest products I have ever used, removal is effortless, endless work in time, and zero dust.

A very fine product indeed...a little goes a long way, and you can give the panel its final buff before its dried.
