Any hope for this paint?

These pics are from my parents 87 Chrysler Fifth Avenue. To put it nicely, it was never cared for aside from the occasional drive through car wash. What exactly is this white stuff on the paint? What if anything could be done to get it looking decent? Is a respray necessary? I'm not looking to do a complete restoration, but I'd like to get it into decent shape so it doesn't look so embarassing in the driveway.

Unfortunately the remedy is going for a repaint. You could always strip the paint that is there, and polish the metal! haha
 
Early Chrysler CC is probably the worst, I have seen tons of cars from that period that has failed CC. I owned a 93 Voyager and always kept it waxed but had faded areas on the roof. You need a respray.
