Any hope for this Jeep?

Hi, I need some advice on how to tackle these rust problem on my 02 jeep wrangler. I think I have repaired these rust on the right fender. I sanded the rust to bare metal, then cleaned the surface with alcohol and I used the touch up paint to fill in the bare metal area. As you can see, the color doesn't match very well with the rest of the fender.

Now I have a ugly mess on the LEFT fender. I don't know what cause these clusters of rust warts! Could it be improper prep work from the last paint job? This car was a savage and the whole front was repainted 2 years ago. OR could it be brake fluid destroying the paint? This jeep had its brake work done last year. ANYWAY, I am going to sand off all the rust if possible, then use a rust converter, prime and paint the fender. Now should I sand the WHOLE fender and should I just sand down the rust spot? and patches? So far, I have used linseed oil to stop the rust from spreading any further. OR maybe I should take the jeep to a professional paint booth and have them deal with this mess. (roughly $500)
