Yes, to an extent. After washing a panel, I dunk it, scrub the mitt with my hands to make sure I get the dirt out, and then as I bring it out of the bucket I give it a good squeeze. You want to leave as much water/solution in your mitt as you can but not so much it's spilling all over. If you don't have enough water/solution, you risk marring. The more lubrication between the mitt & the paint, the better.
