2001 AllRoad Paint defects - clear coat failure?

Not what I'm used to seeing as far as clear coat failure, plus it looks like something else is going on if it is CC failure.





Sorry, not the best true color. It's silve. And the front part of the hood had the splotches. At first I thought it was glue from a bra but they said the car never had a bra. Did buff of with D300.

















In the same general area across the hood there was this:











Then there was this 'Line' - almost looked like what a one inch masking tape might have left behind - running down the drivers side of the hood and on the roof just to the outside of the roof rack. It wouldn't buff off.

Put a guage on it, looks like it had some refinishing done.

All the indicators of such are showing in the photos.

The 'lumpy' look of the paint on the Allroad, what's that?



BTW, looking for a car for my 17 y/o daughter I looked at a really nice Silver '05 4Motion and saw this right above the windshield. Exact same as I saw on the hood of the Audi. Is this Clear coat failure? Taken with my phone.
