What is the Easiest Way to Remove that Annoying Wax around the Part Numbers on the Tail Lights?

I have no problem using the tool. My question is; After you apply a product (compound, polish, or wax), can you use the tool to remove the material or buff the car? ...or do you buff it out by hand?

Many Rainy days I have time to detail my car. But the humidity causes problems with how the wax sets up. I do not have a climate controlled garage and probably never will. Is there a trick to working around this type of weather?
Currently my wax of choice is Meguier's # 16
