I spray on APC full strength and let dwell. Then use a long handle brush to agitate the surface then power wash. If you don't have a power washer then regular hose will work but you'll need to scrub a tad more.
I dress the wells once dry with Poorboys Bold and Bright come out perfect every time for me

If it's the first good cleaning in a while. I pull the wheel and safely support the vehichle on jack
stands.
APC, Dawn in a wash bucket. Long brush, shortened bristle paint brush, red shop rags for scrubbing remaining dipped in soap. Always have 3M adhesive remover for stubborn tar. Rinse, dry, then treat with 303, Bold & Bright or the like. I have been using Tuned Performance Tire Gel lately.
The less marring you do to the plastic the easier they will clean after.
Now is a good time to do the backside of the wheels also.
Properly retorque the wheel and enjoy. This cleaning should be done before polishing and LSP to prevent splattering and APC from eating your LSP.

long handled brush is a must. they're pretty cheap at harbor freight
But for those fender flares that you're mentioning, I don't scrub them. For routine maintenance I'll spray them with APC and rinse but I don't really go at it. Sometimes I'll use an old MF in the car wash solution towards the end of a wash and wipe those areas down.
you won't need this on the taco, but for wheel wells where its tight I use the daytona wheel brush
