Will my custom license plate EVER arrive? They say it can take up to 10 weeks -_-

I'm pretty sure I could figure out how to melt down enough aluminum cans and forge/cast my own custom license plate within 10 weeks.
 
Why do people blatantly not stop at an intersection when leaving a parking lot or side street and cut you off, then refuse to get on the gas and get up to speed? You'd think if they're in that much of a hurry to run a stop sign or whatever they'd be pedal to the metal. Instead, they cut you off and take a mile to get to the speed limit. I can't come up with a reasonable idea for it..
