Wierd paint problem/defect!

Went to check this out today for a potential customer. He said he just had the car "detailed" and this mark wasn't there before the work was done. It felt completely smooth and level with the rest of the paint. At a short distance it looks like paint transfer or a scuff, but up close it's at the same level as the rest of the clear. I have never seen this before. Anyone care to chime in who has?











 
It was really weird. You could still see a glossy reflection, just like the black around it. It seemed not to cut through the clear. It looked almost like it was under the clear coat.

I would personally take off 90% of it and leave the tail end exposed. Wetsand with 1500 unigrit lightly, polish it out by hand and see if it's in the upper clear area, under the clear or through the paint/primer.



Do you have a 10X Loop? That might help you see where the issue lies.
 
Did you try claying it with something aggressive? It looks both like a burn but also like paint transfer from something. Can you feel anything at all on the surface? If not, the previous "detailer" probably burned through with a pad at a weird angle.
