Who makes the mildest clay

Sonus Ultra-Fine is probably as mild as you can get and it is sometimes too mild..(couldnt take out a spot of caked on/glued on brakedust/dirt.
 
Yeah, anything milder than the Sonus Ultra-fine (green) clay would, IMO, be too mild to be effective. I played around and found that it even takes a little work just to cut through Meg's #5 with it! Used properly, with a good lube (I like the Glyde, even if it is a bit "soapy"/messy), it shouldn't mar anything.
 
I use Sonus Green when I want to take off some light stuff between wax coats. I find it doesn't remove my acrylic coats, so I can use it quickly and then put on another coat of SG. I've found that this doesn't remove embedded film like a regular clay bar. If it's been neglected either Mothers or Clay Magic would be suggested. More important is to rotate frequently. These types of clay are mild and if they scratch the polish will quickly remove them. Love Finesse It II for scratch removal.
